Finalizing Curriculum Maps

With this release, when an user checks out a future curriculum map, they have the option of checking it back in as a final version. This finalization step enables assessment and program coordinators to work ahead by allowing the PLOs and ILOs to sync before the mapping alignments are set to begin. 

The user is presented with a choice of checking in the editable map in or finalizing it upon check in. Choosing to finalize it will permanently lock the map so the mappings and term selection can no longer be edited. This will activate the future map's outcome sync behavior into Canvas courses that belong to future terms.
